Our programme

Safe choices, safe return.

One 12-month programme in the Littoral, Centre and West regions. It trains community ambassadors to reach young people and job seekers, supports returned survivors of trafficking, and lets survivors who choose to become ambassadors themselves.

Where this stands.

This programme is a proposal. It is not yet funded, and no donor or partner has committed to it. The figures below are targets, not results. ASMI-Cameroun was declared in September 2026 and has no audited accounts yet. We will update this page when that changes.

Why this programme

Warnings are not enough.

Fake job offers are moving young Cameroonians into exploitation at home and abroad.

01

It is happening in Moungo

In May 2026 the Gendarmerie rescued 17 young people in Moungo who had each paid 550,000 FCFA for fake online job offers. In June 2026 it reported a network with more than 600 victims recruited with promises of work or training abroad (Gendarmerie communiqués, 28 May and 24 June 2026).

02

Returnees are left alone

People come home with trauma, debt and stigma, and recruiters know where to find them. Some Cameroonians have ended up in scam compounds as far away as Cambodia.

03

No practical next step

People are told to “beware of fake jobs” but have no way to check an offer before they pay. And they listen more to someone who has lived it than to outsiders.

What we will do

Three connected parts.

Outreach reaches people before they pay; returnee support helps those who come home; survivors who choose to can help others.

01

Reach communities

15 trained and supervised community ambassadors, including 3 Regional Leads, deliver 60 sessions to 3,000 people at 40 schools, churches, youth and job-seeker groups, plus 6 community forums (about 900 more people) and 12 community radio call-ins: about 3,900 people reached directly. The President, Regional Leads and ambassadors travel to every community. A Safe-Job Check line lets anyone send an offer to be checked before paying (up to 50 enquiries).

02

Support returnees

Up to 10 returned survivors of trafficking or deceptive recruitment receive a case worker, psychological support, family mediation, legal or medical referral and a small in-kind livelihood start-up, with follow-up.

03

Survivor voice, by choice

Returnees who want to help others can be prepared as survivor ambassadors (up to 5) and work alongside experienced ambassadors. Support never depends on it, and nobody is asked to tell their story.

For a returnee

What support looks like.

Support is voluntary, never conditional on telling a story or becoming an ambassador, and the person can stop at any time. Qualified providers deliver psychological, legal and medical services.

First contact

A meeting where the returnee chooses. Consent first, a case code instead of a name, and written terms saying support never depends on telling a story.

A plan

In the first month: a needs assessment, a psychological assessment and a simple support plan agreed with the returnee.

Rebuild

Psychological follow-up, peer-support groups, family mediation and legal or medical referral; then an in-kind start-up (training, tools or stock) paid directly to the provider.

Follow up

Check-ins at about 3, 6 and 12 months. Any new approach by a recruiter is logged and acted on within 24 hours.

Budget

11,520,000 FCFA for 12 months.

One budget. About 88% goes to direct delivery; no cash goes to beneficiaries.

Planning rate: US$1 = 576 FCFA. Payments go directly to providers and suppliers, and a final external accountant review is included. The same programme can run in 2 to 5 regions, for about 9,467,000 to 15,626,000 FCFA (US$16,400 to US$27,100). Returnee and Safe-Job Check figures are capacities, not quotas. The full proposal, detailed budget and logframe are available to funders on request.

How we will measure it

Results we can show, not just people reached.

We do not claim that people reached equals trafficking prevented. We report changes in knowledge, access to help, returnees’ stability and how safely we work.

  • At least 70% of participants improve their knowledge score (matched before-and-after sample)
  • At least 85% of complete Safe-Job Check enquiries answered within 7 working days
  • At least 60% of returnees rated “improving” or “stable” at last follow-up
  • At least 80% of returnees and survivor ambassadors say they were treated with respect and felt safe
  • Zero breaches of our Survivor Consent and Storytelling Protocol

Safeguards

Survivors come before the story.

The programme follows our Safeguarding and Data Protection Policy, approved by the Executive Bureau on 3 October 2026.

  • Survivor ambassadors only by free choice, at least 3 months after return and with the psychologist’s go-ahead
  • No one is asked to share their story; any testimony is anonymous, with written consent for each use
  • No names, faces or identifying details of survivors in any material
  • Case records kept apart from outreach data, under case codes
  • No cash to beneficiaries, and no promises of jobs, visas, money or repatriation

Community contributions

Gifts from our community.

Before any grant arrives, gifts from our community launch the programme in Littoral, our home region, starting in Moungo. The full 2,880,000 FCFA (about US$5,000) runs a whole region’s outreach (2,053,000 FCFA: 5 ambassadors and a Regional Lead trained, 20 community sessions for about 1,000 people, 2 community forums for about 300 more, and 4 radio programmes) and provides 827,000 FCFA of support for returned survivors. This is the fundraising we opened in September 2026; contributions already received keep their purpose, community prevention in Moungo.

“Confirmed” is only money our treasurer has actually received. Pledges are shown separately until the money arrives.
